Topdressing greens in anticipation of rain.  Topdressing during this time of year is very important to plant health and play-ability come the growing season.  The sand particles will protect the crown of the plant from the ever changing winter temperatures, this allows for a more healthy plant in the spring time.  It also helps to reduce thatch buildup and puffiness, creating firm conditions in the summer.
